Over 900,000 people are failing to gain support that could help them to address their debt problems, an organisation believes.
R3 claims that the financial strain facing many of the UK's consumers is even worse than official insolvency statistics would suggest.
Peter Sargent, president of the trade body for the insolvency sector, has pointed out the large amount of unseen individual debt that currently exists.
"Record personal insolvencies are just the tip of a very worrying personal debt iceberg," he commented.
"What lies below the waterline is a much larger group."
Informal requests for debt help have recently been filed by more than 570,000 consumers, R3 believes.
Last month, Mr Sargent noted the financial dangers that may arise if people are allowed to get credit cards from shops.
He believes that only those with a good level of financial knowledge should be able to offer cards to consumers.
